Developing and demonstrating portfolio of nature based and smart solutions for improving urban climate resilience in Latvia and Estonia

Project number: 101074438
Project acronym: LIFE21-CCA-EE-LIFE LATESTadapt
Project financial programme: European Commission LIFE Climate Action Programme
Project duration: 01.09.2022. – 31.08.2027
Coordinating beneficiary: Viimsi municipality, Estonia
Coordinator contacts: Tanel Matlik, tanel.matlik@viimsivv.ee
Project coordinator at IES: Ieva Vītola, ieva.vitola@vri.lv
Project objective: to increase resilience of Estonian and Latvian urban areas to extreme weather events.
The project will focus more specifically on pluvial flooding, i.e., flooding generated locally by an overload of the urban drainage system by extreme rainfall, and use of green infrastructure (GI) and nature-based solutions (NBS) for addressing these challenges.
Participating nations: Latvia, Estonia
Project beneficiaries in Latvia: Rīga, Valmiera, Cēsis, VARAM, BEF LV, RTU, Baltijas Krasti
Beneficiaries from Estonia: Voru, TalTech, BEF EE, NordicBotanical, Haapsalu, Rakvere, Narva
Project budget: 5 144 488.31 EUR
Financial support from the European Commission: 60%
Project sites in Latvia: Rīga, Cēsis, Valmiera
Project sites in Estonia: Viimsi, Voru, Narva, Haapsalu
Project objectives:
IES role in the project: IES take part in the green infrastructure (GI) mapping for the Latvian pilot sites using Copernicus Sentinel satellite data. To observe the changes, IES will elaborate the assessment of green structures and heat islands for all pilot municipalities in Latvia during the last year of the project and compare it with the results of the initial status assessment, carried out during the first year of the project, as a part of WP4. More detailed analysis of nature-based solutions (NBS) in pilot municipalities in Latvia will be carried out by using IoT sensors that will monitor locally air temperature, soil temperature and humidity. Additionally, IES will organize 2 international training events on remote sensing data use for
data professionals.
